If there is no crisis, then the core process of consolidation takes place imposing its own logic during the first years after installation: the relationships between regime and civil society are established and the institutions show their own internal self-reproductive dynamics. With regard to the empirical cases, this means that consolidation generally takes place in about ten or twelve years or at least three full parliamentary terms. If a crisis takes place, the other process is also over. The crisis may come during installation, immediately after it, or during an abortive attempt at consolidation.

Its very presence would suggest that no consolidation process is going on or, at the very least, it is a challenged and weak one.
