Notably, John Locke’s Some Thoughts Concerning Education (1693) recommended only two books as being suitable for children’s education, namely Reynard the Fox and Aesop’s Fables. While some challenged fables as being lies, given their fictional status, and, thus, prone to leading children toward deceitfulness, nevertheless Locke’s recommendation meant that they remained popular into the eighteenth century and further, with rewritten versions appearing each few years, such as William Godwin’s Fables Ancient and Modern (1805) and, even more recently, Vivian French and Korky Paul’s Aesop’s Funky Fables (1997).

Whilst the child of nature, the familiar child of whom Wordsworth writes in The Prelude, reflects the Romantic image of the angel, the unblessed child must be controlled and kept from undermining the child whose natural place is “as father to the man”. (Thacker and Webb 2002: 18) One of these revolutionary fears came in the shape of Penny Dreadfuls, which were very popular with poor children. They were cheap (as their name implies) stories full of Gothic terror and pageturning sensationalism, condemned as corrupters of the moral fibre of Britain.

Cleveland and Orkney were the first occasions that sexual abuse in the home reappeared, but the problems with monitoring and proving it were exposed. With the 1944 Education Act, there was a sense that only a minority of children could pass the 11-plus and attend grammar school, so there was a shift in favour of comprehensive schools, which became the dominant state system by the end of the 1970s. By the late 1970s, ‘political commentators’ argued that Britain was in decline in relation to its European competitors, both as an economy and state (Cunningham 2006: 237).
