That is, they do not all pursue the same foreign policy. To account for such differences, it is useful to identify the major factors, or variables, that influence the behavior of states in a wide variety of foreign policy situations. With the aid of these variables, we may be better able to understand American foreign policy actions. An Analytic Model As a help in isolating these variables and perceiving their relationships, we shall construct a model (see Fig. 1-1). This model, presented below, seeks to depict the factors whose interworkings account for foreign policy actions by the government of any state.
