Of an international perspective was one of the most important developments of the war years. C. involvement in the creation of the International Labour Organisation in 1919, and subsequent participation in that body's activities. 's involvement in the work of the International Federation of Trade Unions, a federation of trade union centres, founded just before the war, and reformed in 1919. The international interests of the Parliamentary Committee had in the war years been closely associated with those of the Labour Party, as we have seen.

P. had strong support in the Trades Councils and it was feared that it might gain control of the Congress through these bodies. C. it was now argued that their affiliation was anomalous and simply amounted to dual representation. The change relating to the qualification of delegates was calculated to get rid of Keir Hardie, who was no longer working as a miner, but as a journalist and lecturer. The block voting system could be justified as a genuine extension of democracy and a legitimate change since it enabled voting at Congress to reflect more fairly the distribution of the membership.

This conference was held in Manchester. At the conference a General Federation of Trade Unions was established, but it was not quite the organisation its founders had hoped to create. F. T. U. In the second place the rules gave far less power to the Management Committee than the sponsors thought desirable. The fact was the large unions were not willing to give up their sovereign powers and this had to be recognised for there to be any hope of attracting their support. But perhaps of even greater significance was the realisation that the mutual insurance fund would rapidly be dissipated if member organisations were constantly involved in strikes and lock-outs.
